Pre-qualification to establish a standing-offer list for the Utilities Consumer Advocate (Service Alberta) to provide consulting services in Alberta representing residential, farm and small-business electricity and natural gas consumers before the Alberta Utilities Commission and other bodies. Expertise sought: economics, tariffs/rates, utility accounting, engineering, finance, actuarial, depreciation and performance-based regulation.

The Consumer, Registry and Strategic Services Division of Service Alberta is responsible for balancing effective industry regulation and protection of consumer interests in order to ensure a consistent, competitive and flexible approach in the delivery of services to Albertans. This Pre-Qualification Request (PQR) is being issued in order to establish a Standing Offer List capable of providing the Utilities Consumer Advocate within the Consumer, Registry and Strategic Services Division with professional consulting services relating to its representation of the interests of Alberta residential, farm and small business consumers of electricity and natural gas before proceedings of the Alberta Utilities Commission, and other bodies whose decisions may affect the interests of those consumers. This PQR will establish a pool of Pre-Qualified Contractors able to provide expertise in, at least, one (1) of the following service categories: • Economics Expertise • Utility Tariff and Rates Expertise • Utility Accounting Expertise • Engineering / Technical Expertise • Financial Expertise • Actuarial Expertise • Depreciation Expertise • Performance Based Regulation Expertise Please see the PQR document for details.
