Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Subsequent/Follow-on Contracts Comprehensive Land Claim Agreement: No Nature of Requirements: Bulk Food for military exercises W6399-23DB05/A Choquette, Herb Telephone No. - (613) 449-8446 This Request for Supply Arrangement (RFSA) is intended to pre-qualify Suppliers so they can bid on future Request for Proposals (RFPs). Supply Arrangements will be issued to all Suppliers whose bids (arrangements) have been deemed compliant to the Mandatory Technical Criteria in Part 4 of this RFSA. When DND requires food and non-food items for a specific training exercise, a competitive RFP will be sent to all Supply Arrangement Holders that have indicated they can provide all of the food and non-food items to that location of the USA. The RFP will include a technical and financial evaluation. Only bids from holders of this Supply Arrangement will be evaluated. The period for awarding contracts under the Supply Arrangement is from date of issue to 1 June 2027. The Canadian Armed Forces (CAF) conducts military training exercises at various locations in the USA for periods of up to two months. The soldiers are fed using portable field kitchens at the training location. Due to the security requirements for those locations the Suppliers often need to be accompanied into the training site or must offload the food at the entrance to the site (when not permitted to enter the site). As a result it is preferable to award one contract for all food and non-food items required to one Supplier to limit the number of deliveries and training disruptions. The Canadian Armed Forces (CAF) requires Vendors to supply food and non-food items as and when requested and deliver to the following locations or thereabouts: a) Midland, Texas b) Odessa, Texas c) Fort Stockton, Texas d) San Angelo, Texas e) Fort Knox, Kentucky f) Shepardsville, Kentucky g) Salt Lake City, Utah h) Perry, Georgia Bid Submission This RFSA requires suppliers to use the CPC Connect service provided by Canada Post Corporation to transmit their arrangement electronically. Suppliers must refer to Part 2 of the RFSA entitled Supplier Instructions and Part 3 of the RFSA entitled Arrangement Preparation Instructions for further information on using this method. Security Requirements There are no Canadian security requirements applicable to the resulting contract. There may be American security requirements applicable due to delivery locations being on American military bases.
