This Request for Proposals (RFP) identifies a business opportunity for the successful Proponent to provide Prime Consultant Services for the Swartz Bay Warehouse Optimization and Life Extension project, including leading a multidisciplinary team through planning, requirements gathering, conceptual design, detailed design, permitting, procurement support, construction administration, and project close-out. The work involves developing and evaluating options to improve the functionality, efficiency, capacity, and service life of an aging operational warehouse facility at a busy ferry terminal, while coordinating with BC Ferries, stakeholders, and a future Construction Manager to deliver the project in phases with minimal disruption to ongoing terminal operations. Optional Site Visit: July 15, 2026 at 10:00 AM Pacific Time Proponent’s attendees will meet at the Swartz Bay terminal located at 11300 Patricia Bay Hwy, North Saanich, out front of the foot passenger building, at 10AM. Proponent attendees must bring their own Personal Protection Equipment (PPE) consisting of reflective vests and safety shoes. Proponents who are in the business of providing the Deliverables must confirm their attendance for the site visit via email to George Musselwhite by EOD July 10, 2026.
