Vancouver Coastal Health Authority (“VCH”) has issued this Request for Submission (“RFS”) for the purpose of requesting submissions (“Submissions”) from qualified individuals or organizations (“Respondents”) to undertake an Indigenous-led learning and assessment process for the Indigenous Crisis Response Team (“ICRT”). This work is intended to generate a clear, practice-informed understanding of what has been learned through the early implementation of an Indigenous-led, non-police crisis response model. The emphasis is on identifying strengths, successes, and promising practices, while also identifying opportunities for growth and refinement. The intent is to support thoughtful program evolution, inform decision-making, and contribute to broader system learning. This work is developmental and learning-focused rather than compliance-driven or summative in nature.
