Advance notice: Ontario MLITSD will issue an RFQ (anticipated July/August 2026) to pre-qualify Service System Managers to plan, coordinate and oversee delivery of Integrated Employment Services across defined catchment areas in Ontario. Pre-qualified organizations will receive direct invitations to future Calls for Proposals (anticipated 2027–2028) to deliver or subcontract local employment services.
From the notice
The Ministry of Labour, Immigration, Training and Skills Development (MLITSD) is issuing this pre-notice to advise of an upcoming Request for Qualifications (RFQ) to identify organizations interested in serving as Service System Managers (SSMs) for Integrated Employment Services (IES) across Ontario. The RFQ is anticipated to be released in July/August of 2026. The upcoming RFQ is a pre-qualification step only. It will not result in contract awards. Organizations that are successfully pre-qualified will be eligible for direct invitations to future Calls for Proposals (CFPs), through which contracts will be awarded. CFPs are anticipated in 2027 (for 12 catchment areas) and 2028 (for 3 catchment areas), with potential for additional opportunities over time. The RFQ will include further details on requirements and evaluation criteria, including organizational capacity and service delivery experience. The RFQ will be posted on the Ontario Tenders Portal (OTP). Interested organizations are encouraged to monitor OTP for updates. This notice is for information purposes only and is not binding on MLITSD. A formal question-and-answer period will be available once the RFQ is released. No inquiries will be addressed prior to that time. Scope of Work The goal of IES is to improve Ontarians’ access to local employment services, help them find and retain jobs and build better connections between the province’s employment and social assistance (SA) systems. IES also supports employers with addressing their workforce needs. SSMs are responsible for overseeing the planning, coordination, and delivery of employment services within defined catchment areas. SSMs may deliver services directly or through contracted third-parties.
