The Ontario Public Service (OPS) is issuing this Request for Information (RFI) as a non-binding market sounding exercise to inform a comprehensive, multi-year HR transformation aligned with the One HR, One OPS vision. This initiative will modernize HR operating models, governance structures, end-to-end business processes, service delivery models, workforce capabilities, and the enabling digital ecosystem for more than 80,000 employees across a large, complex, and highly unionized public sector environment. Scope of Work The OPS is seeking clear, experience-based insights and recommendations from three distinct respondent categories: HCM SaaS Platform Providers; System Integrators and Implementation Partners; and Business Process Outsourcing (BPO) and Managed HR Services Providers. Respondents are encouraged to address leading practices, opportunities for process simplification and adoption of modern capabilities, realistic timelines and cost drivers, key risks and mitigations, and innovative delivery or operating models that can deliver measurable efficiencies, enhanced employee and manager experiences, and sustainable outcomes while respecting collective agreements and regulatory requirements.
