City of Prince George (the “City”) invites Developers interested in an opportunity to purchase City-owned property located at 2820 15th Avenue and 2880 15th Avenue (PID: 030-878-616) (the “Property”) for the purpose of redeveloping the Property into a mixed-use building with arts on the first floor and housing located on the floors above (the “Redevelopment”). The asking price for the Property is $1,500,000.00 less the cost of demolition (the “Purchase Price”). The City shall provide an estimated demolition cost range as a future addendum to this RFEOI. The City is seeking a Respondent capable of purchasing and developing the Redevelopment, which includes ensuring the long-term occupancy of the Community Arts Council of Prince George & District (“CAC”), a society which operates Studio 2880 (“Studio 2880”), out of the first floor of the Property. In early 2025, CAC engaged a third-party consultant to produce a feasibility study (the “Feasibility Study”) to aid in identifying needs for a potential redevelopment of the Property encompassing a mixed-use, 6-storey building that includes arts and livable dwellings. The Feasibility Study is intended to serve as a general guideline informing a potential vision for Respondent consideration. On May 25, 2026, the Property was rezoned from P3: Major Institutional to RM6: Mid-Rise Residential in anticipation of sale. The rezoning was accompanied by a covenant registered on title to the Property limiting the height of any future building to 6 storeys. This Requestor Expression of Interest (RFEOI) is intended to identify Respondents with a serious interest and extensive expertise in relation to this opportunity. Only Respondents who have submitted a submission in response to this RFEOI, will be considered by the City for the selection and negotiation of a future Contract for this opportunity. This solicitation may lead to sequential or concurrent negotiations with up to the top three highest ranking Respondents offering the most advantageous proposal(s).
