GOC6811475 - Concrete Ramp and Handrail Accessibility Upgrades This project involves the upgrade and modification of the existing exterior concrete ramp, stair elements, and associated handrails, including handrails at West exterior stairs and East and West interior stairwells, to ensure compliance with CSA B651, BCBC, and NBC. The intent is to enhance safe, equitable, barrier-free access for all building users, including persons with mobility, visual, and physical impairments. The scope is based on the 2024 PSPC Accessibility Assessment and associated study documentation and shall be referenced to ensure all identified deficiencies are fully addressed and compliance is achieved. Scope of Work includes, but is not limited to: • Concrete Ramp Upgrades – inspect, repair, and modify the existing concrete ramp, including crack sealing, patching, and regrading. Where required, reconstruct or reconfigure portions of the ramp to achieve compliant slope, width, landing dimensions, and overall geometry, ensuring a continuous, stable, slip-resistant, and fully accessible route. • Handrail modifications – remove and replace existing handrails and install continuous, compliant handrails on both sides of the ramp, exterior stairs, and interior stairwells. Ensure all handrails meet requirements for graspability, height, continuity, clearances, extensions at top and bottom, and proper terminations. • Edge protection & Safety Features – provide tactile attention indicators and edge protection at stairs, ramp edges, and all transition points, ensuring safe and accessible vertical circulation. • Site Integration – coordinate all work with existing conditions to maintain a continuous, barrier-free accessible path of travel between parking, exterior circulation elements, and the building entrance, including adjustments to grades and transitions where required. • Visual Contrast Markings – provide contrast markings at stair nosings, ramp edges, and all changes in level to improve visibility & wayfinding. • Detectable warning surface indicators – install at stair approaches and key transition points along the accessible route in accordance with applicable standards. • Demolition and disposal of the existing handrails – remove and dispose of non-compliant handrails and related components as required to facilitate installation of new work. GOC6811476 - Main Entrance Suspended Walkway and Ramp Upgrade As per the 2023 study (GOC4622713) completed by Iredale Architecture, the recommended approach is Option D: Complete Rebuild with Bathtub Design, with Option C (Modified rebuild using existing structure) as an alternative. The work includes retaining the walkway ramp sub-structure, removing wood-plastic deck boards and deteriorated metal components, and replacing the concrete and wood column assembly. The suspended walkway shall be reconstructed with plywood, continuous deck membrane, and new deck boards. The ramp surface shall be level, with subsurface drainage directed to the existing gutter system. The design approach shall be confirmed during the design phase, considering constructability, structural condition, and full compliance with accessibility requirements. Consultant is required to complete design in accordance with CSA B651 and applicable codes, including the BC Building Code, ensuring a continuous, safe, and barrier-free accessible route integrated with existing building elements. Scope of Work includes, but is not limited to: - Verification of existing conditions and structural capacity of ramp and walkway systems - Reconstruction or modification of ramp and walkway to meet accessibility, structural, and drainage requirements - Replacement of deteriorated or non-compliant components, including decking, supports, and metal elements - Installation of continuous waterproofing and drainage systems integrated with existing gutters - Provision of a stable, slip-resistant walking surface with proper grading and transitions - Coordination with adjacent building elements to maintain accessible path continuity - Demolition and disposal of existing components as required - Incorporation of all accessibility and performance requirements identified in the study documentation Please refer to Appendix D – Scope of Work Documents for more information.
