Provincial Health Services Authority (PHSA) intends to extend the contract with Thurber Engineering Ltd for their consultancy services for CW Electrical Distribution and Implementation Project Number D094-03. The value of the contract and work is anticipated to be approximately $50,000.00 plus tax for geotechnical and environmental consulting services related to contract / Construction Administration of their design. PHSA has chosen not to complete a public tendering process for the Project but negotiate and award the contemplated work and contracting for the following reasons: Thurber Engineering Ltd. has been providing consultancy services for this project since April 2024. Thurber Engineering Ltd. has established working relationships with the project team, Design Consultant team Construction Management team, Facility Maintenance and Operations team and a broad range of interested parties. Thurber Engineering Ltd has knowledge of the BC Children’s and Women’s Hospital and Health Centre (CWH) site and existing infrastructure. Thurber Engineering Ltd has completed the design at IFT stage with all required reviews with the project team and interested parties. This enables them to effectively and efficiently continue with administration of the contract during construction phase. Thurber Engineering Ltd is registered and complies with requirements of prequalification for PHSA in an ongoing process, which will help the flow of the project during the remaining phase. Consultants may challenge this decision by sending an email to the undersigned by July 31, 2026 (10 calendar days from posting), at 15:00 local time. Provide proof showing your ability to meet the requirements and project timeline stated in this Notice of Intent. Only challenges from qualified consulting firms prequalified for acute care projects will be reviewed.
