The Village of Lions Bay (British Columbia) requests proposals from qualified consultants to prepare a FCM‑funded Climate Adaptation Plan for the small coastal community, addressing recent and ongoing climate hazards (e.g. landslides, shoreline erosion, storms, sea level rise, drought) and recommending adaptation measures and planning actions.

The Municipality of the Village of Lions Bay (the “Municipality” or “Village”) invites proposals from qualified and experienced consultants to complete a Climate Adaptation Plan. The Village of Lions Bay is a small, scenic coastal community of approximately 1,400 residents located on the steep forested slopes of Howe Sound, between Horseshoe Bay and Squamish, British Columbia. The Village encompasses approximately 2.6 square kilometres characterized by steep topography, forested terrain, multiple small creeks and ravines, and a linear built form along Highway 99 and the shoreline. Lions Bay’s location between the ocean and peaks that rise to almost 6,000 feet means the community is influenced by both marine and mountain weather regimes. In recent years, Lions Bay has experienced a range of climate-related events including a landslide in December 2024, shoreline erosion, severe storms, sea level rise, and drought. Extreme weather events resulting from climate change are exacerbating these natural hazards and increasing risks to the community. The Village has secured funding from the Federation of Canadian Municipalities’ (FCM) Green Municipal Fund (GMF) under the Local Leadership for Climate Adaptation – Climate-Ready Plans and Processes (CRPP) initiative. This RFP is being issued to engage qualified consultant(s) to deliver the project on behalf of the Village
