Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: N/A - P&A/LOI Only Comprehensive Land Claim Agreement: No Nature of Requirements: Nature of Requirements: Cyber Defence - Decision Analysis and Response (CD-DAR) Project - Request for Information ********************************** Please be advised this RFI is currently inactive but will be updated with new information on the CD-DAR procurement process when it becomes available. ********************************** Purpose of this Request for Information (RFI): Public Services and Procurement Canada (PSPC), on behalf of The Department of National Defence (DND) / Canadian Armed Forces (CAF), is releasing this Request for Information (RFI) to serve as a vehicle to inform Industry of the project status and the procurement process for CD-DAR as well as solicit written feedback from Industry. Specifically it is Canada’s intention to use the RFI to post and solicit feedback on a draft Invitation to Qualify (ITQ)(COMPLETED), the unclassified components of a draft Request for Proposal (RFP) and the unclassified components of the final RFP. To encourage full industry access and transparency the draft ITQ, in addition to being an Annex of this RFI, will be posted separately on buyandsell under solicitation number W6369-20-CY06/A. All responses from industry will be reviewed by Canada and whenever possible industry comments and questions and answers on these documents will be posted as an amendment to this RFI. It is Canada’s intention to keep this RFI active until the closing date of the final RFP. Under the formal procurement process the complete draft RFP and complete final RFP, which both include classified components, will only be provided to suppliers who have pre-qualified under the ITQ. Project Overview: Through the CD-DAR Project DND/CAF will acquire defensive cyber solutions (translated into capabilities) to improve overall decision support and security of the DND/CAF cyberspace, including the ability to detect, analyze and respond to threats. The integrated CD-DAR capability must provide reliable contextual analysis to support DND/CAF decisions and actions within designated Command Network (Comd-Net) Extensions and Interfaces, and deployable Defence Wide Area Network (DWAN) systems. Ultimately, the CD-DAR capability will enable the CAF Cyber Force to defend the CAF’s freedom of action and interests in cyberspace in support of CAF missions and operations. Notwithstanding, CD-DAR must be designed to enable scalability to additional networking environments as and when appropriate.
