RFQSO for Rapid Construction Delivery

Summary

Infrastructure Ontario (Ontario) is prequalifying firms to a standing-offer list to provide negotiation and delivery services for rapid-delivery construction projects, including modular/prefabricated building methods, to build high-quality facilities. Qualified respondents will be eligible for call-ups under a 3-year standing offer.

Submission are done though the Qualification form located here: https://www.merx.com/private/supplier/qualifications/list**** Infrastructure Ontario is overseeing a procurement process that is intended to identify a list of Qualified Respondents with a demonstrated ability and capacity to build high quality facilities using modern rapid delivery methodology and innovative approaches to rapid construction, including the use of modular build methods. This Request for Qualifications and Standing Offer (“RFQSO”) is issued by Infrastructure Ontario to establish a list of Qualified Respondents (“Qualified Respondents List”) who will be eligible to be called up to provide Negotiation Services to Infrastructure Ontario and one or more Clients, as applicable, for rapid delivery construction projects and mandates (each a “Project”). Qualified Respondents identified by Infrastructure Ontario will execute a Standing Offer Agreement (“SOA”) which will set out the scope, conditions, qualifications and parameters for the Negotiation Services to be provided by the Qualified Respondent(s) in connection with a Project, on an “as and when” required basis for a period of 3 years. Vendors that submit documents in response to this RFQSO are referred to as “Respondent(s)”. Respondents who qualify in accordance with this RFQSO and have executed a SOA are referred to as “Qualified Respondents”. Respondents’ submissions in response to this RFQSO are referred to as “Prequalification Submissions”. The process to select Qualified Respondents (the “RFQSO Process”) shall be perpetual, commencing with the issuance of this RFQSO and terminating only at Infrastructure Ontario’s discretion. For clarity, given that Infrastructure Ontario is inviting Prequalification Submissions on a continued and ongoing basis, there is no deadline for the submission of Prequalification Submissions. Respondents may submit Prequalification Submissions to Infrastructure Ontario in accordance with this RFQSO at any time, and each Prequalification Submission shall be evaluated in accordance with Section 6 of this RFQSO. However, only those Respondents who have submitted Prequalification submissions and who ultimately become Qualified Respondents and enter into an SOA with Infrastructure Ontario shall be entitled to provide Negotiation Services for project-specific rapid construction delivery mandates.
