Calgary Airports is planning to release a Request for Proposal (RFP) for a Construction Manager at Risk (CMAR) for the development of a new Multiuse Industrial Facility (MUIF). This facility will be owned by Calgary Airports and leased to two designated tenants to suit their operational requirements. The proposed facility is anticipated to include a two‑story facility totaling approximately 134,530 sq. ft., accommodating: Pilot and cabin crew training functions Aircraft deicing operations All associated building systems, site works, and supporting infrastructure The solicitation would invite qualified Construction Managers (CM) to submit proposals based on expertise, experience, team composition, proposed commercial terms, and objective pricing metrics, and would contain two phase approach, where the successful proponent will be awarded Phase 1 – Early Contractor Involvement (ECI). Under the same solicitation the intent is that the CM retained for ECI will be required, at the conclusion of that phase and following competitive trade procurement, to submit a formal proposal for Phase 2 construction under a CMAR model with a GMP, and subject to Calgary Airports decision-gate approval to proceed. The selected CMAR will be responsible for oversite and delivering the project in accordance with the completed 100% design package, including construction, commissioning, and final handover. Proposal documents should be available late Q2/early Q3 2026.
