PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES. CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposal (“RFP) for Collaborative API Development and Testing Platform. An Agreement resulting from this RFP may potentially be for five (5) years with five (5) irrevocable option(s) to extend for one (1) year period(s). SUMMARY OF REQUIRED GOODS/SERVICES The key objectives in issuing this RFP is to identify CBC/Radio-Canada’s future Supplier(s) of Services for a technology platform with implementation and training services for a Collaborative API Development and Testing Platform. A Collaborative API Development and Testing Platform is currently deployed at CBC/Radio-Canada. Use of this type of tool has expanded over the past few years. Several departments at CBC/RC require the tool with needs to cover different use cases. CBC/RC needs to find a modern, integrated Collaborative API Development and Testing Platform to standardize our API development and testing practices across all projects and teams. The proposed solution must be able to load legacy data from the current platform (data conversion) and perform validations to ensure full functionality in the new solution. The current number of users is approximately 300 across engineering, development and administrative teams. CBC/RC is seeking a licensing model that allows the addition, removal and transfer of licenses as required. A more detailed description of the Goods/Services covered by the RFP is provided in Appendix A (Scope of Work). MANDATORY REQUIREMENTS Proposals failing to meet these mandatory requirements may be deemed non-compliant and rejected without further evaluation. Your tool allows the creation, update, and deletion of API requests supporting natively REST protocols. Your tool allows organizing, sharing, and collaboratively managing groups of requests. Your tool has a mechanism to manage different target environments (e.g., Dev, QA, Prod) and their associated variables, allowing easy switching between them. Your tool allows the creation of mock servers to simulate API endpoints and is capable of returning data (hardcoded or dynamic) to test how an application responds to this scenario. Your tool includes a secure secret key management system (secret vault) with strict access control. Your tool is compatible with Single Sign-On (SSO) to manage user access and provisioning to the platform. Your tool provides built-in authorization helpers to easily configure various authentication methods (e.g., OAuth 2.0, Bearer Token) without manual header manipulation. 3. TO OBTAIN THE RFP DOCUMENTATION CBC/Radio-Canada uses MERX (https://www.merx.com/public/solicitations/open) and from here you can type CBC or Radio-Canada to manage its solicitation process. All Proponents must obtain the RFP documents through MERX. To obtain the documents the Proponents must be registered with MERX. The Proponent understands that by accessing the RFP documents that it is bound by the Confidentiality clause elaborated in Part II: General Provisions Section A: Proponent’s Instructions 1. Confidentiality of the Main Document Please note that CBC/Radio-Canada is not responsible for the distribution of the documents. 4. COMMUNICATION WITH CBC/RADIO-CANADA Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail and addressed solely to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP# FS20260516) in the “Subject” of the e-mail. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document. CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX. 5. RECEIPT OF PROPOSALS Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than 20 July 2026 at 8:00:00 pm, Eastern Time. The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not. Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted. CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
