Note that obtaining access to the procurement documents will require prospective suppliers to register and pay a registration fee. Pricing and Payment Terms are available on the MERX website. DESCRIPTION OF PROCUREMENT The University is conducting an RFP for Building Envelope Consultant Services. The procurement is anticipated to involve negotiation. An electronic auction is not anticipated. ADDRESS AND FINAL DATE FOR SUBMISSIONS Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/opportunities/108399 on or before July 29, 2026 at 2:00:00 p.m. local time. The submissions will not be opened publicly. CONDITIONS FOR PARTICIPATION The procurement is subject to the following conditions for participation. The Evaluation Criteria and weightings to be applied are as follows: Technical Submission Stage 1 – Mandatory Requirements (Pass/Fail) The following requirements will be evaluated on a Pass/Fail basis: Professional Qualifications & Standing Safety Compliance & Client References Compliance & Accessibility (AODA) Proponents must achieve a Pass rating on all Stage 1 requirements to proceed to Stage 2. Stage 2 – Technical Evaluation (70 Points) A minimum passing score of 45.5 points out of 70 (65%) is required to advance to the Financial Evaluation stage. Technical criteria include: Project Understanding – 3 points Building Envelope Design Standards Project Sample – 15 points Team Qualifications & Organization Chart – 12 points Project Experience & Track Record – 25 points Methodology & Sustainability Mandate – 15 points Total Technical Points: 70 Stage 3 – Financial Evaluation (30 Points) Financial Submission (Pricing) – 30 points Total Evaluation Score Technical Evaluation: 70 points Financial Evaluation: 30 points Total Available Points: 100 APPLICABLE TRADE AGREEMENTS This procurement is subject to the following trade agreement(s): The Canadian Free Trade Agreement, Chapter Five The Comprehensive Economic and Trade Agreement, Chapter 19 The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9 CONTRACT DETAILS The estimated Contract Term (the “Term”) shall commence on or about August 15, 2026, and continue until approximately March 24, 2029 PREQUALIFICATION Proponents who do not achieve a minimum score of 45.5 out of 70 points for the technical evaluation criteria will not proceed to the Financial Submission Requirements evaluation and will receive no further consideration. NOTES Suppliers should note that information contained within this notice is subject to change. If there is a conflict between the procurement documents and this notice, the procurement documents will take precedence.
