Notice of Proposed Procurement constituting a Tender Notice under the CFTA 1. Introduction The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. Further information about CATSA can be obtained at www.catsa.gc.ca. 1.1 Estimated Standing Offer Value $4,500,000 2. Description The Canadian Air Transport Security Authority (“CATSA”) has a requirement to establish up to eleven (11) Standing Offers for the provision of Financial Advisory Services in one or both of the following “Streams”: Stream A: Tax Advisory Services – up to five (5) Standing Offers Stream B: Financial and Assurance Advisory Services – up to six (6) Standing Offers Services will be provided on an “as and when required” basis for a period of up to five (5) years, as further described in Schedule “A” (Statement of Work), with an option to extend for one (1) additional five (5)-year period, exercisable at CATSA’s sole discretion. For details see the RFSO. 3. Procurement Method This RFSO establishes an Open Tendering process to enter into up to eleven (11) non-exclusive Standing Offers. 3.1 Buy Canadian – Supplier Eligibility Restrictions This RFSO incorporates CATSA’s Buy Canadian requirements, which restrict eligibility to Canadian Suppliers. Only Canadian Suppliers are eligible to submit a proposal, and Bidders that do not meet this criterion will be ineligible. Additional eligibility requirements and definitions are provided in the RFSO. 4. Estimated Quantity of Services During the term of the Contract, CATSA may, subject to the availability of funding, purchase financial advisory services on an as and when required basis, via purchase orders issued under the Contract. By responding to the RFSO, bidders acknowledge that CATSA cannot commit to purchase any quantity of services until a purchase order is issued in accordance with any resulting Standing Offer(s). 5. Term of Resulting Standing Offer(s) It is anticipated that the term of any resulting Standing Offer(s) will be for an initial term of five (5) years, renewable for an additional period of five (5) years at CATSA’s sole option. 6. Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates. Questions and proposals/responses must be submitted through the MERX Electronic Bid Submission system at www.MERX.com. 7.0 Mandatory Requirements M1. Organizational Experience The Bidder MUST demonstrate a minimum of five (5) years’ experience in providing relevant Services within the last ten (10) years, as of the Deadline for Proposals. The Bidder MUST provide a brief summary of this experience, including: a. the client company name for whom the work was performed; b. the type of work performed; and c. the duration of the work. For greater certainty, the Bidder’s response MUST demonstrate the requisite experience for each Stream for which the Bidder submits a Technical Offer. 8.0 Rated Requirements The RFSO contains details of the rated requirements. 9.0 Contractor Selection CATSA intends to recommend a Bidder for award of a Standing Offer based on the following methodology. For Stream A, CATSA intends to recommend award of a Standing Offer to up to the top five (5) Bidders with the highest Total Stream Scores. For Stream B, CATSA intends to recommend award of a Standing Offer to up to six (6) Bidders with the highest Total Stream Scores. This is subject to all other provisions of this RFSO, including, but not limited to Section 12 (CATSA’s Reserved Rights) of the Instructions to Bidders. If a Bidder is recommended for award for both Streams, CATSA intends to award a single Standing Offer covering both Streams. 10.0 Allocation of Tasks/Requirements See RFSO for details of allocation of tasks/requirements. 11.0 Trade Agreement This procurement is subject to: Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA). 12.0 Use of MERX CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
