The Purchaser is seeking Proposals from qualified and experienced Proponents to deliver certified First Aid, Cardiopulmonary Resuscitation (CPR), and Automated External Defibrillator (AED) training. The objective is to establish an Agreement with a single Proponent capable of providing high‑quality, accredited, and cost‑effective training programs that meet or exceed all applicable regulatory requirements. The Preferred Proponent will be responsible for delivering certified Canadian Red Cross First Aid, CPR and AED training, including: Standard First Aid Emergency First Aidrs CPR – Level C CPR – Basic Life Support (BLS) AED training Recertification courses Specialized or refresher training sessions upon request Mask fit testing The Purchaser is seeking a Preferred Proponent to deliver training across three (3) distinct training streams: Student Certification and Recertification for Placement Requirements (Off-site and On-site) Must be able to provide on-site training at the Windsor Campus – 2000 Talbot Road West, Windsor, Ontario N9A 6S4. Must be able to provide on-site training at the Chatham Campus – 1001 Grand Ave. West, Chatham Ontario N7M 5W4. Off-site training may be offered as an additional delivery option but does not replace the requirement for on-site training at both campus locations. The Purchaser does not guarantee student utilization of the services provided by the Preferred Proponent. Course registration and payment will be managed directly between the student and the Preferred Proponent. For on-site training, the Preferred Proponent would be responsible for confirming facility requirements, parking arrangements, and any applicable fees with the Purchaser and the Preferred Proponent shall be responsible for all associated costs. On-site Training for Pre-Apprenticeship Programs Must be able to provide on-site training at the Windsor Campus – 2000 Talbot Road West, Windsor, Ontario N9A 6S4. Scheduling of the training room for on-site training will be coordinated and arranged by the Purchaser. The Preferred Proponent is not responsible for room rental fees when providing training for Pre-Apprenticeship programs. Pre-Apprenticeship Program training sessions must be invoiced to the Purchaser and shall be paid by the Purchaser. On-site Employee Training Must be able to provide on-site training at the Windsor Campus – 2000 Talbot Road West, Windsor, Ontario N9A 6S4. Must be able to provide on-site training at the Chatham Campus – 1001 Grand Ave. West, Chatham Ontario N7M 5W4. Scheduling of the training room for on-site training will be coordinated and arranged by the Purchaser. The Preferred Proponent is not responsible for room rental fees when providing employee group training sessions. Employee training sessions must be invoiced to the Purchaser and shall be paid by the Purchaser. Each training stream is separate and may not be combined with other training streams as outlined in the RFP. The Preferred Proponent must maintain sufficient scheduling flexibility and instructor capacity to support these distinct training streams independently.
