PCL\ED, a Joint Venture, acting as the Construction Manager (CM) are inviting Canadian Suppliers to submit their Expression of Interest to bid on the supply of Canadian Architectural Rolled Copper to prequalified bidders for the copper roof portions of the Centre Block Rehabilitation Project. The project is located at 111 Wellington Street, Ottawa, Ontario. This is a single-phase expression of interest to determine specifications for the project’s upcoming tender to already prequalified bidders. The Request for Expression of Interest (REI) is posted on MERX™ publicly to seek Canadian Suppliers with the ability to provide a complete Canadian supply chain for Architectural Rolled Copper. The scope requires architectural rolled copper originating entirely from Canadian mining and manufacturing—covering extraction, cathode conversion, ingot casting, and cold rolling. The successful suppliers will provide architectural copper materials which must be physically processed in Canada, not simply sold by a Canadian company. For the purposes of this REI, a Canadian Supplier is defined as per the Policy on Prioritizing Canadian Suppliers and Canadian Content in Strategic Federal Procurements, as: “a supplier that has a place of business in Canada where it conducts activities on a permanent basis that is clearly identified by name and accessible during normal business hours; or, a joint venture where each member of the joint venture has a place of business in Canada where it conducts activities on a permanent basis that is clearly identified by name and accessible during normal business hours; and is registered and files taxes in Canada (e.g., GST/HST, corporate income tax); maintains a registered address in Canada and employs personnel and/or conducts day-to-day business activities in Canada; and will not subcontract work to non-Canadian suppliers or individuals located outside Canada, in a manner that results in minimal value-added activities being performed within Canada.” The Scope of Services of this REI shall be for: The supply of Canadian Architectural Rolled Copper for the roofing scope for the Centre Block Rehabilitation Project shall be in accordance with the CENTRUS Specifications, which must be reviewed for this REI by completing the attached form “Important-Supplier Code of Conduct to Access CENTRUS specifications” Dated July 22, 2026.
